为了推进标准的实施，从标准的主要技术变化、标准指标取值的原则、依据等方面对标准的内容进行解读，阐述了主要技术变化内容及标准修订技术变化的原因，说明了限定值准入值、和先进值的取值原则；以中国钢铁工业协会2011年公布的数据为基础，说明了标准限额指标的取值依据；对能源介质和主要耗能工质的折算系数的取值依据进行了详细说明。同时，对标准实施中应用注意的问题提出建议。
The standard is interpreted from the following aspects:the revised items of the main technology and its reasons,revision principles and basis of the indexes value,and the key contents of the standard is detailed interpre-ted based on the date published by CISA in 2011 in order to promote the implementation of the standard,the revision princples of conversion coefficient of energy is detailed interpreted,too.At the same time,the suggestions has been put forward for the questions to be encountered during implementation of the standard.
